The Democratic Liberation Forces of Rwanda (FDLR), since their creation on May 1, 2000, have been militating for the protection of Rwandan refugees and their return in dignity to their homeland Rwanda.


The FDLR warmly welcome the holding of the tripartite DRC-UNHCR-RWANDA meeting in
Geneva and are pleased with the commitments made by the parties involved such as:

  • To engage in a constructive dialogue in order to create favorable conditions for a sustainable return
    of refugee populations to their countries;
  • Recognize the right to return and ensure the respect of the principle of voluntary return in safety and
    dignity;
  • Address the challenges related to the security of returnees;
  • Continue to ensure access to asylum for those in need of international protection.

Certainly, the honest implementation of these commitments by each of the parties involved could contribute to the resolution of the refugee crisis in the region.


However, the FDLR remain convinced that the solution to the Rwandan problem must inevitably involve dialogue between Rwandans. This dialogue must be frank, sincere, and highly inclusive in order to be able to better debate the Rwandan problem and to find solutions to the root causes that drive Rwandans to flee their country.


It is for this reason that the FDLR have never stopped asking the RPF-INKOTANYI government to accept such a dialogue as well as the International Community to exert pressure on this stubborn government in order to compel it to negotiate with its real opposition, including the FDLR.
Unfortunately, it is clear that the FDLR’s appeal has not, until now, been favorably received by the Kigali Ruling Government and by the International Community.


The FDLR reiterate, once again and with insistence, its appeal to the International Community, and particularly to the UNHCR, so that Rwandan refugees, especially those present in the Democratic Republic of Congo, can benefit from their fundamental rights in terms of protection, support and humanitarian assistance.


The FDLR remain deeply grateful to the Congolese people for their legendary hospitality in hosting Rwandan refugees since 1994.


The FDLR condemn the repeated aggressions of the Kigali regime against the DRC and regret that peaceful Congolese citizens are being massacred by the Rwandan army (RDF) because of their generosity towards Rwandan Hutu refugees, under the complicit eye of the international community

The FDLR cannot remain silent about the atrocious ordeal marked by mass killings and forced repatriations that Rwandan Hutu refugees have endured and continue to endure in the DRC for the past 30 years as a result of the savage attacks by the Rwandan army, which has given itself the diabolical name “killing machine”. The FDLR will fight relentlessly against the culture of impunity
that characterizes the government of RPF-Inkotanyi.


The FDLR would like to see the international community fulfill its obligations to protect Rwandan refugees by avoiding playing the Kigali regime’s game.


It is never late to do the right thing.


The FDLR reaffirm its relentless commitment to work for a lasting peace and stability in Rwanda and in the African Great Lakes Region.
